Job Description
Purchase Manager should have a strong understanding of Purchase cycle across various business function for a Turnkey Pharmaceutical Project. He / She would be responsible for strategizing and executing of purchase strategies in line with the company requirements and in accordance to standard procedures and regulations.
Essential Duties Responsibilities
- Procurement of various machines and equipment required in a Pharmaceutical Project
- Performing due diligence and technical evaluation of Pharmaceutical Machines and equipment thereby setting direction for stakeholders for decision making
- Defining and implementing policies, systems, parameters, process control, procedures and formats for Vendor identification, qualification and evaluation to ensure adequate supplier performance and alignment within overall supplier network to bring consistency and standardize functioning of Procurement.
- Evaluating and monitor the suppliers at regular intervals and maintain strong relationships with them to assure that cost, quality and delivery targets are met.
- Periodical follow up for timely delivery from Suppliers / Vendors at client sites. Arrange and coordinate Client FAT inspections periodically with projects team
- Conducting the procurement process end to end including collection of proposals/quotations, Comparisons, technical and financial evaluations, negotiations, vendor correspondence and contract preparation.
- Conducting research to ascertain the best rates, products and suppliers in terms of best value, delivery schedules and quality.
- Coordinate with Legal / Support departments in their preparation of service terms, agreements and contracts.
- Leading strategically important and competitive bid process and carry out negotiations with supplier to make recommendations.
- Responsible for the day to day activities of the procurement operations, contract and procurement systems team, ensuring staff under management accomplish business and departmental objectives, in a timely and professional manner.
- Resolving vendor or contractor grievances and claims against suppliers to ensure the smooth operations of different activities
- Providing leadership in setting individual objectives, managing performance, developing and motivating staff, provision of formal and informal feedback and appraisal to maximize subordinate and departmental performance to meet Management objectives.
- Creating automation and processes for executing the function
- Coordinate with BD team to supplement recommendation for vendors for a project based on technical and cost advantages.
- Regularly track and present the Vendor evaluation reports to senior management and create alternative vendors for 90% of projects purchases.
- Coordinate with Supply chain to deliver all the project utilities, machineries, instrumentation as per the project delivery schedule on client s side.
- Knowledge of Capital purchases including heavy machineries for pharmaceutical project. This shall include, but not limited to, Pharma Process machines, electrical systems (Low side and high side LT/HT), Electrical Cables, Mechanical systems, HVAC systems, Black and Clean utilities, Piping, Modular panels, Lab furniture, lab equipment and other miscellaneous purchases.
Required Skills and Experience Education
Any Graduate Engineer from Government Engineering College / Regional Engineering College (REC) / any other Engineering College of repute.
Experience
Min 10-15 years of total professional experience in Purchase / Procurement for pharmaceutical projects either with a pharmaceutical company s technical organization or with an engineering/consulting company.
